As 2013 waned, the IRS was busy issuing yearly updates to the revenue procedures that regulate its operations and communications with taxpayers. In particular, the IRS released Rev. Procs. 2014-1 with 2014-6, all on Dec. 30, 2013. These include the selection of "no ruling" locations in which the IRS will not issue letter judgments.
